Governing

Government is often evaluated in two different ways. One focuses on whether it can perform its basic functions. The other focuses on whether it can be trusted to use its authority fairly. In practice, these are not separate issues. They operate together and reinforce each other over time.


Capacity determines whether government can deliver results. It reflects the ability to hire skilled people, manage complex programs, coordinate across institutions, and adapt to changing conditions. When capacity weakens, policies stall, services degrade, and problems persist even when solutions are known.


Integrity determines whether government decisions are seen as legitimate. It reflects whether rules are applied consistently, whether power is constrained by law, and whether decisions serve the public rather than narrow interests. When integrity weakens, trust declines, cooperation breaks down, and even effective actions can be viewed with suspicion.


These two dimensions interact continuously. When government fails to deliver, trust erodes. When trust erodes, it becomes harder to act effectively. The result is a cycle in which both performance and legitimacy weaken together.


Restoring governing requires addressing both at once. Institutions must be able to execute competently and operate within clear, consistent, and trusted rules. When government can deliver results and demonstrate fairness in how it exercises power, public confidence has a foundation to recover.
